冷戰結束後,由於大規模戰爭爆發的機率降低,各國都大幅削減國防預算,也因此放慢 了軍事科技的發展腳步。近年來,地面武器的發展主要著重在因應區域衝突與反恐戰 爭,尤其是基於美軍及其盟軍在伊拉克、阿富汗的執勤需要,研發重點僅是對現有地面 武器及裝備進行局部性能的強化。在這種情況下,主要的地面武器多半延續冷戰末期的 發展,雖然也曾推出少數全新概念的新世代地面武器研發計畫,但這些計畫紛紛遭到縮 減、延後、甚至落得難產的命運。 除此之外,歐美先進國家也大幅縮減海軍發展規模,以美國海軍為例,全新世代的DD (X)驅逐艦、CG(X)巡洋艦,均被縮小規模,或改為建造成本及技術風險較低的軍 艦。海軍裝備的發展進入低盪時期,此為一個全球性的現象,使得歐美造船廠與海軍武 器裝備製造商因此重整以適應新的經營環境。在各國缺乏足夠經費的狀況下,未來戰鬥 系統計畫多被迫取消,現今以規模較小、成本及技術難度較低的武器研發計畫來取代, 科技的創新程度已受到大幅壓縮。
English Outline:
