課程大綱Course Description：
憲法乃一國之根本大法，由人類歷史發展觀之，憲法存在之目的，係為保障人權。為保障人權，乃規範國家機關組織及各機關之職權，以免其濫權而侵害人民。本課程介紹憲法基本概念、民主國家憲政體制、我國憲法主要內容與我國憲政運作之議題。課程內容包含：(一)憲法基本概念及其與人權、民主、法治之關係、(二)民主國家的憲政體制、(三)我國憲法中的人民權利與義務、(四)我國中央政府機關之職權與運作、(五)我國的地方制度與地方政府之權限、(六) 我國的基本國策；(7)我國憲法之實施與變遷。
English Outline：
The Constitution is the fundamental law of a country. According to the development of history, the main purpose of the formation of the Constitution is to protect human rights. In order to effectively protect human rights, the functions and powers of state organs are regulated by the Constitution to prevent them from abusing their power and infringing on the people. This course introduces the basic concepts of the Constitution, the constitutional systems of democratic countries, the major contents of the ROC’s Constitution, and issues concerning the operation of the ROC’s constitutional system. The contents of this course include: (1) the basic concepts of the Constitution and its relations with human rights, democracy, and the rule of law; (2) the constitutional systems of democratic countries; (3) rights and duties of the people in the ROC’s Constitution; (4) the organizations and their functions and operations of the ROC’s central government; (5) the ROC’s local government system and the powers of local governments; (6) fundamental national policies of the ROC; (7) the enforcement and amendment of the ROC’s Constitution.

使學生能夠理解權力分立的原理與我國政府組織之架構與運作。
使學生能夠培養自身的民主、法治、人權觀念與對法律議題的思辨能力。
