課程大綱Course Description:
公共問題及公共政策研究中指出,我們的社會中充斥了各種 “棘手問題”,也就是企圖解決一個問題卻無意識的製造出另個問題的惡性循環,導致社會中的各種問題很難從根本避免發生並一勞永逸。要找出解決棘手問題的解決方法,文獻指出需要第一步釐清棘手的公共問題源起的各種複雜成因,並用 “系統思考”這樣非傳統線性思考方式來幫助提出更整合及創新的問題解決方式。

此課程在以上學術及實務的脈絡下,期望帶領學生從認識棘手問題的理論背景談起,再結合系統思考的各種工具及情境模型,探索國內外各種公共政策棘手問題,培訓學生逐漸脫離單一線型思考,轉換成更全面性的以系統思考分析難以解決及高度互賴的社會經濟問題。
English Outline:
In the study of public problem and public policy, scholars point out the fact that our society is full of “wicked problem” where to solve one problem leads unconsciously the other problems. This kind of vicious cycle results in a society with ample of problems with no clear resolution. To figure out the solutions for the wicked problem, the literature suggests one to first diagnose the source of its complexity and then use “system thinking”, namely non-traditional linear problem-solving method, to propose a more integrated and avant-garde resolution.

 To understand the origin and importance of public problem for our societal development.
 To understand how system thinking can help us to diagnose and tackle public problems
 To learn a variety of analytical perspectives to analyze public problems and cases
 To go beyond traditional linear thinking and move toward analyzing problems of environment-social-governance (ESG) origin, namely three main aspects of sustainability, with system thinking approach
