課程大綱Course Description：

憲法為國家根本大法，規範政府組織、架構與職權，以及人 民的基本權利義務。本課程內容包括： （一） 憲法的基本概念與國家體制 （二） 憲法的變遷與成長 （三） 人民的權利與義務 （四） 政府＜國民大會、總統、五院＞組織、職權、運作及其相互關係 （五） 中央與地方之權限與地方自治 （六） 基本國策 （七） 憲法之施行及修改 （八） 歷次修憲內容及我國憲政發展現況

English Outline：

The Constitution is the core of the legislation of a country; it governs the government's organization, structure and authority and the people's right and duty. This course contains the following topics. 1. The basic concept of the Constitution and the national framework 2. The change and development of the Constitution 3. The people's right and duty 4. The structure, authority and operation of the government, including the National Assembly, President and Five Yuans and the relationships among them. 5. The authority of central government and local government and local self-government 6. The fundamental national policy 7. The implementation and amendment of the Constitution 8. The content of the amendments to the Constitution and the current status of the Constitution and politics in Taiwan
