The Constitution is the fundamental law of a country. According to the development of history, the main purpose of the formation of the Constitution is to protect human rights. In order to effectively protect human rights, the functions and powers of state organs are regulated by the Constitution to prevent them from abusing their power and infringing on the people. This course introduces the basic concepts of the Constitution, the constitutional systems of democratic countries, the major contents of the ROC’s Constitution, and issues concerning the operation of the ROC’s constitutional system. The contents of this course include: (1) the basic concepts of the Constitution and its relations with human rights, democracy, and the rule of law; (2) the constitutional systems of democratic countries; (3) rights and duties of the people in the ROC’s Constitution; (4) the organizations and their functions and operations of the ROC’s central government; (5) the ROC’s local government system and the powers of local governments; (6) fundamental national policies of the ROC; (7) the enforcement and amendment of the ROC’s Constitution.
