In the study of public problem and public policy, scholars point out the fact that our society is full of “wicked problem” where to solve one problem leads unconsciously the other problems. This kind of vicious cycle results in a society with ample of problems with no clear resolution. To figure out the solutions for the wicked problem, the literature suggests one to first diagnose the source of its complexity and then use “system thinking”, namely non-traditional linear problem-solving method, to propose a more integrated and avant-garde resolution.
