In the study of public problem and public policy, scholars point out the fact that our society is full of “wicked problem” where to solve one problem leads unconsciously the other problems. This kind of vicious cycle results in a society with ample of problems with no clear resolution. To figure out the solutions for the wicked problem, the literature suggests one to first diagnose the source of its complexity and then use “system thinking”, namely non-traditional linear problem-solving method, to propose a more integrated and avant-garde resolution. This class, under the above mentioned academic and practical context, wishes to begin by introducing the theoretical concept of wicked problem. Then with the tool and scenario building of system thinking, we will explore a family of wicked problems, both domestic and abroad. The purpose is to train our students to go beyond the traditional linear problem-solving method, moving toward using a more comprehensively system thinking perspective to analyze social-economic problems that are difficult to solve and whose causes are highly dependent with each other.
